There is another thread in the forum on savings account interest rates that you should check out. I think the general conclusion is that every bank's offering has fallen pretty much in lock-step with one another, and there's no bank that really stands out.
I would say on PC in particular, as a general unsubstantiated impression, that they have given way perhaps slightly more than the competitors. In the past, you could almost always be sure that PC was in the top 3. Now, they seem to be on par with some of the big banks, albeit perhaps with lower minimum requirements.
