I know what you're saying.When a person is logged in, it's a different matter. It's normal to see your typical videos, that's what I also see when I'm logged in.
The issue I'm describing is the behaviour of the default, blank slate, when you aren't logged in and have no prior browsing history. The Russians are either paying top dollar to place their videos here, or have figured out the quirks of YT's algorithm to make their videos appear.
I think you're wrong.
1. I don't think you've removed your prior browsing history based on computer fingerprint tracking, IP tracking and other non-cookie tracking methods
2. I cleared out my browser, used a new fresh browser and didn't see the Russian propaganda you claim is rampant.
Again I'm not saying it isn't there, I'm saying I didn't see it. Others report they don't see it in a fresh browser.
I honestly think you're either.
1. Being tracked, or adjacent to tracked and shown that content.
2. Not being truthful.
Based on the amount of extremist content you seem to find, I'd assume it's #1.
Plus I find it's easier to deal with people with Hanlons Razor.

I'm not saying you're stupid, I'm saying that you and I, when taking apparently similar tracking evasion techniques, see different videos. Logically we are either lying, or still being directly or indirectly tracked.
