Landlords sending baseless eviction notices

CBC has this story about a woman who paid her rent in full, but was given an eviction notice that claimed she had not paid rent, and was in arrears. After the tenant showed the LTB records of the rent paid, the landlord withdrew the eviction application. Tenant groups say that they are seeing more frivolous notices and threats like these.

This seems like an attempt to intimidate and scare tenants into paying extra (?) or voluntarily moving out.

I think that something similar just happened to a friend of mine. After paying her August rent -- and the money was withdrawn from her account -- she received an eviction notice, where the landlord claimed that rent was unpaid. She's very upset and can't get the landlord to acknowledge that they received the previous rent payment(s).

Landlords don't seem to face any penalties for abusing the process. I asked another (reputable) landlord who told me that they manually triple-check accounting records before they would send anyone a paper notice for late rent.
