Central banks will typically provide guidance at the regular meetings. It is in their best interest not to suprise the market. Any other predictions are pure speculation.
You can derive the market's expectations for interest rates from the yield curve by calculating the implied forward rates. This doesn't really work when looking far into the future though, specifically because the yields on long-dated bonds don't just reflect the market's expectations, but also the extra compensation demanded to hold those securities. Also, the market can the get these predictions wrong.
